A steel yard in Tashkent and a mill in Hebei province sell the same words, “rebar 12”, and different goods. At the yard these are bundles bought from a trader who bought them from another trader; there are several heats in the stack, the certificate is a copy taken from someone’s batch, the tags are partly torn off. At the mill it is a batch melted from known heats for a specific contract, with a certificate for this batch and a tag on every bundle. The first is good for many things; the second is needed where someone later answers for the steel: a foundation, a frame, a vessel, a pipeline.

Why a trader cannot promise replacement
Replacement of defects is a matter not of goodwill but of a chain of contracts. The trader at the yard bought the bundles from a reseller; the reseller from an exporter; the exporter from the mill, and at every link the claim loses force because the acceptance period and conditions have already passed. The bureau buys from the producing mill under a direct contract that records the standard, grade, tolerances, inspection procedure and replacement procedure. The inspection report with photographs and the acceptance report at the warehouse are the documents the bureau takes to the mill; the mill answers under the contract, not by correspondence. This is the only reason the phrase “defects are replaced” stands on this site without qualification.
When the market is the right choice
A batch from the mill is assembled to a specification and a volume, and it has its own rhythm: request, mill confirmation, rolling, inspection, the road. If the site is three bars short, if one plate is needed for a repair, if the structure is temporary and nobody answers for the steel afterwards, the yard next to the site solves the task, and the bureau does not compete with it. The line runs along responsibility: where the acceptance report is signed by technical supervision, where the project requires a certificate for the heat, where the batch is counted in tens of tonnes of one grade, the steel is needed from the mill, with documents that withstand scrutiny.
What to ask any seller for
- The mill certificate for this batch with the heat number, and the tag carrying the same number.
- Grade and standard in words on the invoice, not “rebar 12”: A500C to GOST 34028-2016 or HRB500E to GB/T 1499.2-2018.
- The weighing basis: scale in your presence or theoretical from a table, and which table.
- The replacement procedure if acceptance at the site finds a discrepancy, in writing, before payment.
If the seller can give all four answers, that is a delivery from the mill, whoever you buy from.
