Do you need a certificate for equipment and parts from China?
It depends on the product. A certificate of conformity is required if the product is on the list of goods subject to mandatory conformity confirmation. Whether it is, you check by the HS code (TN VED) and the description of the goods. The 2018 simplification for equipment and parts imported "for your own production" was repealed in February 2026.

A certificate of conformity is needed not for everything that is imported, but for products on the list of mandatory conformity confirmation. The lists are approved by the Government of Uzbekistan, and they change often. Whether your product is on the list is checked by its HS code (TN VED) and its description on the day of import. There is no general answer such as "spare parts do not need one". The 2018 simplification, which exempted the import of equipment and parts for a company's own production, was removed on 18 February 2026. If you read about it somewhere, the information is out of date.
What the law says
The framework is set by the Law "On Technical Regulation" (ZRU-819, edition of 19.01.2026). The main points in plain words:
- Conformity confirmation is either mandatory or voluntary.
- Mandatory confirmation takes two forms: declaration of conformity or mandatory certification. Which form applies is determined by the technical regulations and the conformity assessment rules.
- A declaration of conformity can be issued by the manufacturer, its authorized representative, the seller or the importer. It takes effect from the moment of registration in the register.
- Voluntary certification is optional. It does not replace mandatory certification.
Which goods are subject to mandatory confirmation is stated not in the law but in the lists. They are approved by Resolution of the Cabinet of Ministers No. 43 of 30.01.2021. The text is maintained in Uzbek. It has been revised many times, including in 2025 and 2026, and the next edition, effective 01.01.2027, has already been announced. So a list that was sent to you a year ago may be out of date.
What changed in 2026
Presidential Decree No. UP-25 of 16.02.2026 started a reform of technical regulation. Three things matter to a buyer of equipment:
| What | What it means |
|---|---|
| The paragraph on the exemption is removed from Resolution PP-4059 of 12.12.2018 | there is no longer an exemption from mandatory certification for machinery, equipment and parts "for own production needs" |
| A course toward market surveillance | the state is moving from inspections to risk-based control of products on the market |
| Technical regulations are being revised | products covered by a new regulation drop out of the mandatory assessment list; from 01.01.2027 a national conformity mark is introduced for such products |
What the repealed rule said. From 2019 a business could import equipment and parts without mandatory certification if they were not made in Uzbekistan, were imported for the importer's own production, and had a certificate or test report from a body in a country party to the international accreditation agreements. That route is now closed.
The reform is still under way. The lists will keep changing as regulations are adopted. So there is one rule: check for each specific import, not from memory.
How to check for your product
- Determine the HS code (TN VED). The code decides whether the product falls on the list. How this is done is covered in the article on the HS code.
- Match the code and description against the current list. Use the edition of the list in force on the date of import on lex.uz. Both the code and the name must match.
- If the product is on the list, find out the form. It may be a certificate or a declaration of conformity. The form determines who prepares it and which plant documents will be needed.
- Check for separate requirements. Some kinds of equipment have their own technical regulations and registration. An example is pressure equipment, including boilers.
- If in doubt, ask a customs broker or a conformity assessment body before shipment, not at the border.
Issued certificates are entered in the state register. The authenticity of a certificate you are shown can be checked there.
Why ISO 9001 and CCC do not replace a certificate
A Chinese plant often has impressive papers. They are useful, but they are not enough for import into Uzbekistan.
- ISO 9001 is a certificate of the plant's quality management system. It says that the plant's processes are organized according to the standard. It is not a product certificate: it makes no direct statement about the quality of a specific machine or part.
- CCC (China Compulsory Certification) is mandatory certification for the Chinese market itself. The CCC list is its own, and it covers Chinese requirements, not Uzbek ones.
- CE is a mark for the European Union market. It is also a document of another system, not an Uzbek certificate.
These documents help with conformity assessment in Uzbekistan: the plant's test reports and technical documentation can be used as evidence. But the decision is made by an accredited body under its own rules.
What not to do
- Do not trust the phrase "spare parts do not need a certificate" without checking the code. That was true in some cases before 2026, and even then with conditions.
- Do not take the plant's ISO 9001 for a certificate for the product.
- Do not put the question off until the cargo arrives. Without the required document the lot sits at customs.
How we do it
- We prepare the HS code (TN VED), the certificate of conformity, the declaration and the import permits.
- We check the certification requirements by code and description before shipment, not at customs.
- We request in advance from the manufacturer the test reports, the product passport and the plant documents needed for conformity assessment.
